Programme Introduction
Effective budget monitoring, audit discipline and treasury management sit at the heart of institutional credibility. This executive programme is designed for senior leaders responsible for public or institutional finance who need a practical command of international public financial management (PFM) standards, revenue and audit discipline, digital treasury systems, and fraud prevention. Programme Objectives
By the end of the programme, participants will be able to:
- Understand international frameworks for public financial management, including IMF, World Bank and PEFA standards.
- Apply sound practice in budget formulation, appropriation and the Medium-Term Expenditure Framework
- Strengthen revenue forecasting and internally generated revenue (IGR) strategies
- Apply IPSAS-compliant financial reporting and audit discipline
- Understand digital treasury systems, including ERP platforms, Treasury Single Account (TSA) automation, and real-time fiscal monitoring
- Identify and combat payroll fraud, ghost workers and budget leakages
- Learn directly from HM Treasury on the UK Public Spending Review and fiscal rules
- Develop a practical action plan for strengthening budget execution in their organisation
