Background

The Department of Petroleum Resources was established to provide effective regulatory oversight to ensure compliance with the provisions of all extant rules and regulations by the operators and licenses in the oil and gas sector in Nigeria.

1. Eradicate Smuggling

  1. Strengthen monitoring and enforcement.
  2. Update inventory of licensed and unlicensed Stations.
  3. Review and strengthen licensing procedures and process.
  4. Work with Customs to demolish all illegal Stations around Border towns.
  5. Collaborate with NNPC/NPMC to ensure only licensed outlets are supplied products.
  6. Coordinate on downstream data sharing.

2. Gas Flare Commercialization

  1. Issue request for proposal to qualified applicants.
  2. Conduct stakeholders’ workshop on bid conference.
  3. Conduct transparent bid/proposal evaluation.
  4. Issue permit to access to qualified candidates.
  5. Monitor operations of the Gas Flare Commercialization successful winners.

3. Increase Crude Oil Production

  1. Review the performance of awarded marginal fields yet to be on production.
  2. Review performance of non-producing blocks allocated during the 2005 – 2007 licensing rounds.
  3. Organize marginal fields and blocks licensing rounds.
  4. Enhance regulatory framework on Crude Oil Accounting.
  5. Strengthen guidelines on Divestments and Ministerial Consents.
  6. Design regulatory framework to encourage deep play exploration.
  7. Influence investments on secondary and enhanced recovery schemes.
  8. Support R & D on secondary and enhanced recovery techniques.

4. Reduce Crude Oil Extraction Cost

  1. Develop regulatory interventions to encourage investments.
  2. Enhance ease of doing business.
  3. Enhance Private investments – FIDs, Train 7, etc.
  4. Conduct bid round for marginal field and acreages.
  5. Complete bid process for Nigeria Gas Flare Commercialization.
  6. Accelerate deepening LPG Penetration.
  7. Enhance gas supply to domestic market.
  8. Eliminate barriers to entry and enhance competition.
  9. Encourage development of stranded fields.

7. Increase Domestic Refining

  1. Strengthen and simplify licensing regime for modular and conventional refineries.
  2. Review the performance of refinery licenses yet to commenced production.
  3. Incentivizing domestic refiners.
  4. Collaborate with private sector on refineries development.
  5. Accelerate regulatory processes for Dangote and Bua Refineries as well as Walter Smith and NDPR modular refineries.
  6. Accelerate the domestication of EGTL liquids.
  7. Optimize the regulatory framework on petrochemicals development.

8 & 9. Increase Jobs And Reduce Poverty

  1. Issue request for proposal to qualified applicants.
  2. Conduct stakeholders’ workshop on bid conference.
  3. Conduct transparent bid/proposal evaluation.
  4. Issue permit to access to qualified candidates.
  5. Monitor operations of the Gas Flare Commercialization successful winners.

Short Term ( 6 Month)

  1. Strengthening, monitoring and enforcement framework
  2. Review and strengthen downstream licensing procedures
  3. Review the performance of blocks allocated during the 2005 – 2007 licensing round not on production
  4. Review the performance of non-producing marginal fields
  5. Review the sanctioning regime on unlicensed outlets to combat smuggling of petroleum products
  6. Progress and conclude the Nigeria Gas Flare Commercialization Programme
  7. Work with Customs to demolish all illegal Stations
  8. Reduce approval process & cycle time
  9. Coordinate data sharing on industry operations
  10. Update database of unlicensed retail outlets
  11. Enhance HSE compliance

Medium Term (18 months)

  1. Organize licensing rounds for blocks and marginal fields.
  2. Revise regulatory framework on Crude handling, loss allocation and accounting
  3. Progress data population on Value Monitoring and Benchmarking for cost excellence
  4. Influence and promote aggressive workover and re-entry campaign
  5. Engage stakeholders on roadmap for implementation of key priorities
  6. Design deepwater development philosophy
  7. Accelerate regulatory framework to deepen LPG Penetration
  8. Encourage reactivation of shut-in wells
  9. Support formulation of Policy on Competitive Bid Rounds
  10. Determine the optimal storage and retail infrastructure requirement across the country
  11. Optimize regulatory framework on metering of oil and gas

Long Term (36 months)

  1. Promote Oil and gas exploration
  2. Promote oil and gas production growth
  3. Aggressively pursue reserves growth
  4. Support R & D on Oil recovery techniques
  5. Enhance the prospectivity of frontier basins
  6. Promote private investments – Upstream FIDs, train 7, etc.
  7. Conclude automation of processes and monitoring framework
  8. Aggressively pursue optimization of the regulatory framework on petrochemicals development
  9. Pursue the amendment of Terminal Dues Act for third party crude oil terminal development
  10. Promote the development of midstream infrastructure
  11. Improve capabilities in cost engineering and benchmarking
  12. Promote domestic refining
  13. Completion of Abuja HQ buiding
