Background

The Nigerian Content Development and Monitoring Board (NCDMB) was established by the Nigeria Oil and Gas Industry Development (NOGICD) Act, of 2010 responsible for: developing capacity of local supply chain for efficient and effective service delivery without compromising Oil and Gas Industry standards and to implement and enforce the provisions of the NOGICD Act 2010.

1. Eradicate Smuggling

Provide capacity building and competence training to Partner Agencies.
Deploy technology to mitigate smuggling of PMS.

2. Gas Flare Commercialization

Conduct research and development on enabling governance framework and regulatory environment on Clean Development Mechanism (CDM)Technology for Nigeria that will generate emission credits through projects in various sectors of the oil and gas industry to reduce greenhouse gas emission and flaring.

3. Increase Crude Oil Production

Promote development of new frontiers and local refineries.
Mature existing opportunities.
Adopt SLA Model to reducing contracting cycle.
Support R & D on Oil recovery techniques.

4. Reduce Crude Oil Extraction Cost

Automate business processes.
Promote cost-reduction initiatives in the industry.
Minimize Single Sourcing.

7. Increase Domestic Refining

Strengthen engagement with relevant stakeholders
Formulate policies and incentives to encourage investment.

8 & 9. Increase Jobs And Reduce Poverty

Sustain delivery of Nigerian Content Laws and evaluate outcomes.
Create ecosystem for training and professional development of manpower supporting oil and gas projects and operations.
Invest in infrastructure development to support value add activities.
Deploy Nigerian Content Intervention Fund to support new investments.
Implement NCDMB Youth empowerment programme.

Short Term

Sustain delivery of Nigerian Content Laws & Regulations and evaluate outcomes.
Ensure Oil & Gas trainings are industry driven.
Adopt SLA Model to reduce contracting cycle.
Promote deployment of single procurement gateway in the industry.

Minimize Single Sourcing Syndrome.

Medium Term

Engage stakeholders on Roadmap for implementation of key priorities.
Optimize the OPMT.
Vigorously pursue the development of a blueprint for youth training and skill acquisition, and monitor compliance.
Ensure proper project definition prior to sanctioning.
Improve capabilities in cost engineering.
Reduce approval processes and contracting time.
Establish industry-wide database of available capacities, skills and projects.
Promote investment in gas-based industrialization project.
Mature existing opportunities.
Promote cost-reduction initiatives in the industry.

Long Term
