Transformation Training Models for the Federal Civil Service






Background

The changing global and national economic landscape, requires a management team that is proactive rather than reactive in shaping the future. Such leadership, beyond understanding the dynamics of change and business management, must formulate responsive options and develop reliable strategies based on sustainable global practices. In the short-term, eight concrete sub-initiatives will create momentum in the Civil Service transformation and one major initiative is to re-design and re-launch 3 core-training modules including which encapsulates the Federal Civil Service top talent programme.


Despite the series of training programmes going-on across the service, civil servants still lack the requisite knowledge and skills required for their job . This has necessitated the commencement of the training activities under the Federal Civil Service Strategic and Implementation Plan FCSSIPP (2017-2020) with 3 core training modules which are:

Structured Mandatory Assessment- Based Programme (SMAT-P),
Leadership Enhancement Advancement Programme (LEAD-); identifying LEAD-P ‘Presidential Cohort’ to cultivate as next generation of leaders in service
Induction training Programme for new recruits

PROCESS
The process for executing the 3 core training programmes requires the following:
A diagnostic highlights that;

  • training modules have not been reviewed since inception (reviews should be every 3-5 years) and
  • module administration does not adopt key principles of adult learning beyond lectures e.g., interactive software, on-the-job learning

To streamline content, ensure it meets skills gaps and development needs, and infuse new thinking on public service, a 6-week review of modules in partnership w/ MDIs and selected Nigerian universities should be launched
Moreover to re-enforce succession planning, and develop a culture of leadership, the service must modify and re-institute LEAD-P, its top talent program. Going forward from the LEAD-P graduates, a ‘Presidential Cohort’ will be cultivated and deployed to tackle national issues
LEAD-P would adopt

  1. open application for all civil servants across all MDAs
  2. strict selection criteria to ensure candidates demonstrate leadership; career paths for graduates would include a fast-track scheme under the directive of the HOS and special projects assignment
