Promoting Cross-Ministry collaboration to create value for Nigeria and Nigerians






Background

There are three initiatives to address the challenges of Capacity Building in the Federal Civil Service:

Perform capability gaps assessment across entire civil service
Launch service skills gap assessment to understand baseline skill levels across the civil service, and identify and prioritize their closure
Re-design and re-launch 3 core training modules including top talent programme LEAD-P1 and identifying a ‘LEAD-P Presidential Cohort’ to cultivate as next generation of leaders in service:

A diagnostic highlights that:
training modules have not been reviewed since inception (reviews should be every 3-5 years) and
module administration does not adopt key principles of adult learning beyond lectures e.g., interactive software, on-the-job learning


To streamline content, ensure it meets skills gaps and development needs, and infuse new thinking on public service, a 6-week review of modules in partnership w/ MDIs and selected Nigerian universities should be launched Moreover to re-enforce succession planning, and develop a culture of leadership, the service must modify and re-institute LEAD-P, its top talent program. Going forward from the LEAD-P graduates, a ‘Presidential Cohort’ will be cultivated and deployed to tackle national issues.
