The launch of the Federal Civil Service Strategy and Implementation Plan (FCSSIP) has indicated commitment to organisational transformation with a vision to build a modern Public Service. This is initiative, among other goals, is expected to achieve the
following:
Develop organisation that provides world class service for sustainable National Development.
Create change in behaviour from bureaucratic red-Tapism to an entrepreneurial result-oriented and innovative public service
H.E President Muhammadu Buhari at the Presidential Retreat has made it clear that Ministers and Permanent Secretaries will jointly be made accountable for the deliverables of each Ministry and will be required both to sign the documents confirming the priorities, objectives and actions for each Ministry. This reiterates the importance of Transformational Leadership as a major element to creating a robust, efficient and productive civil service in Nigeria. Building on our experience of decades of years in working with all levels of government and most of the government Ministries, we intend to train a presidential cohort of 100 in-service professionals annually This programme will be alongside our partners - Lagos Business School, Public Service Institute of Nigeria and the National School of Government International, UK.
PRESIDENTIAL COHORT OF 100 IN-SERVICE PROFESSIONALS
To streamline content, ensure it meets skills gaps and development needs, and infuse new thinking on public service, a 6-week review of modules in partnership
with MDIs and selected Nigerian universities should be launched. Moreover to re-enforce succession planning, and develop a culture of leadership, the service must modify and re-institute LEAD-P, its top talent program. Going forward
from the LEAD-P graduates, a ‘Presidential Cohort’ will be cultivated and deployed to tackle national issues
LEAD-P would adopt:
Open Application for all Civil Servants
Strict selection criteria to ensure candidates demonstrate leadership; career paths for graduates would include a fast-track scheme under the directive of the HOS and special projects assignment
There are 7 focus areas in ERGP for capability building (e.g., budgeting, planning)- select cohorts of civil servants (e.g., procurement officers, accountants) can receive specialized training along these focus areas, in addition to other cohorts from:
Four (4) top revenue generating entities in Nigeria e.g., NNPC that drive over 89% of Federal revenues
Five (5) ministries that dominate Federal CapEx spend (Works, Power and Housing, Transportation, Defense, Interior, and Agriculture)
