A diagnostic review of the value proposition (e.g., salary, welfare, benefits etc.) for a Nigerian civil servant highlights several disparities relative to; i. Other developing countries and emerging markets, ii. The public service value proposition, iii. Average cost of living and iv) the private sector.
I. The content and range of benefits offered to civil servants is subpar, with minimal support for transportation, health insurance, and limited opportunities for training
II. Within the public sector, there is a high disparity between the average salary of civil and public servants that exists across all grade levels (public service salaries are at least 2x civil service) – this increases further
with tenure/seniority.
III. The average civil servant annual salary across grade levels 1 -16 and across grade levels 8-16, is significantly below the average of cost of living in Abuja
There are 2 key initiatives that have been identified to address and improve the existing value proposition
- General salary increases would have a significant impact on the wage.
- To enable this, there are 2 considerations
a. Right-sizing to identify and eliminate ghost workers (freeing up
the wage bill for staff in the system)
b. Offering leaving packages to encourage early retirement
